Dubai Film Development Committee Sets Strategic Priorities to Accelerate Growth of the Film Sector: The Dubai Film Development Committee, a newly established body under the Dubai Media Council, held its first official meeting to define strategic focus areas aimed at advancing the growth and long-term sustainability of Dubai’s film sector. The meeting took place at the Council’s headquarters and marked a significant step toward strengthening the emirate’s position in the global creative economy.
During the session, committee members reviewed the committee’s mandate, discussed its operating framework, and outlined priority areas to support film production, talent development, and industry collaboration. Importantly, discussions focused on leveraging Dubai’s existing strengths while addressing practical needs across the film value chain.
Her Excellency Nehal Badri, Secretary General of the Dubai Media Council, stated that the Dubai Film Development Committee will play a vital role in realising the leadership’s vision for a diversified, creativity-driven economy. Moreover, she highlighted the Council’s broader strategy to enhance the media sector’s contribution to the knowledge economy by prioritising innovation and creative excellence.
She further emphasised that the film sector represents one of the most promising growth areas within Dubai’s media landscape. According to her, the committee will enhance Dubai’s global appeal as a leading hub for media production and creative talent. She also underscored the importance of aligning policy, infrastructure, and industry requirements through a coordinated and sector-wide approach.
Additionally, Her Excellency noted that film now plays a central role in Dubai’s media ecosystem. It contributes to economic diversification, nurtures talent, encourages cross-border collaboration, and shapes how Dubai positions itself within the global creative economy.
Highlighting Dubai’s competitive advantages, she pointed to the emirate’s advanced digital infrastructure, flexible regulatory environment, efficient logistics, and strategic geographic location connecting regional and international markets. Together, these strengths support scalable film production, sustained sector growth, and strong engagement with global partners.
Meanwhile, His Excellency Issam Kazim, Chairman of the Dubai Film Development Committee, reaffirmed the committee’s strong focus on translating strategy into tangible outcomes. He explained that the initial phase will prioritise clear direction-setting, support for local talent pipelines, and stronger collaboration between public and private stakeholders.
“The committee will focus on delivering its mandate across key areas, including specialised training programmes, streamlined production and filming processes, and enhanced cooperation with local and international production companies,” he said. Furthermore, he noted that partnerships with government entities and leading filmmakers will be central to building an economy driven by creativity and technology.
The Dubai Film Development Committee was established under Dubai Media Council Resolution No. (8) of 2025, issued in November 2025 by His Highness Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, Second Deputy Ruler of Dubai and Chairman of the Dubai Media Council. The committee is tasked with supporting the film industry through tailored services, dedicated facilities, and close coordination with key stakeholders. It will also collaborate with local and international studios, facilitate specialised training, and create growth opportunities for emerging talent.
During the meeting, Hesham Al Olama, Vice Chairman of the Dubai Film Development Committee, highlighted the importance of the diverse expertise represented among committee members. He explained that this versatility will be critical to achieving the sector’s strategic objectives. Moreover, he noted that strong synergy among participating entities will foster a thriving ecosystem, reinforce Dubai’s reputation as a premier destination for global filmmakers, and attract greater investment into the sector.
The meeting was attended by committee members representing key government and industry entities, including Shaima Al Suwaidi from the Dubai Culture and Arts Authority, Bader Anwahi from Dubai Municipality, Abdullah Al Ali from the Roads and Transport Authority, Mansoor Al Malik from Dubai Customs, Ahmad Balqaizi from the Dubai Civil Aviation Authority, Colonel Engineer Saud Faisal Al Rumaithi from Dubai Police, Colonel Ali Al Hammadi from the General Directorate of Identity and Foreigners Affairs, and Maryam Al Mehairi from Emirates Airline.
With a clear mandate and a collaborative approach, the Dubai Film Development Committee is set to play a pivotal role in shaping the future of Dubai’s film industry and reinforcing its global creative leadership.
